Resumen:
The Mexican education ministry has tried to improve the learning English level in high schools by setting different study plans to improve official programs, as well as showing a sequenced advance according to their prior plans. Their goal is to make as many students as possible achieve A-2 level in CEFR in English by the end of their high school. Despite their plans, budget, and human resources, the language’s target seems to be far from the school’s results. There are many reasons why teachers and students are not able to fulfill the goal.
