The article presents a critique of the protection and recategorization policies of the Nevado de Toluca Protected Natural Area (ANPNT), around the Sustainable Tourism Development (DTS) that proclaims the preservation of this area, the water resource, and the expected benefits for the actors involved. The methodology employs critical discourse analysis related to this recategorization. Likewise, in-depth interviews on the preservation of water resources in tourism development projects. The results show, from power, the strategic management of this recategorization, to position a tourist hydrocracy that dispossesses communities for
mercantilist purposes.
